Lawal Y. Aboki - BSc (Hons), MSc, RQS, MNIQS, MCIOB

Chairman of the Board of Trustees

A registered Quantity Surveyor/Management Consultant with extensive experience in project/ program management, costing and finance, he is the Chief Executive Officer of Axis Consult-ing. Between 2005 and 2011 he coordinated Needs Assessment, Monitoring and Evaluation in the Office of the Senior Special Assistant to the President on the Millennium Development Goals (MDGs). The total vote administered by the MDGs office in multi-sector interventions averaged about N100billion ($750million) per annum (starting from 2006) in a virtual poverty fund within the budget of the Federal Government of Nigeria. He was also the Coordinator of the National Educational Materials Procurement and the National Mass Transit Rehabilitation and Procurement Programs with a total budget of over N10 billion – these were two of the largest social sector intervention programs of the Petroleum Trust Fund (PTF) – from 1997 to 1999. More recently, he led in the development of the Kaduna State Rural Development Programme (2016 – 2017) and the institutional and M & E frameworks for the North East States Transformation Strategy (2013 – 2015) as well as the National Countering Violence Extremism Programme of the Office of the National Security Adviser (2013 – 2015). He holds a BSc (Hons) degree in Quantity Surveying from Ahmadu Bello University, Zaria, Nigeria, and an MSc in Construction Management from Brunel University London, UK. He is married with children. He is fluent in the English and Hausa languages.

Dr. Ishiyaku Musa Mohammed – MSc. DVM

Dr. Ishiyaku Mohammed is head of the Conditional Grants Scheme (CGS) for the Federal Government of Nigeria. He coordinates a broad range of stakeholders to promote, evaluate, and monitor grants from the federal government to states for investment in primary healthcare and water and sanitation. Formerly, he assisted in the introduction of a virtual poverty fund dedicating some $750 million annually to pro-poor investments and assisted in the design of a groundbreaking monitoring and evaluation framework. A veterinarian by profession, he has helped guide agricultural research and planning in Nigeria for over a decade. He was previously the director of the Doma Educational Development Foundation, a nongovernmental organization he helped found to provide refresher courses for primary school teachers in Gombe. He is a Fellow of the third class of the African Leadership Initiative-West Africa and a member of the Aspen Global Leadership Network. Dr Mohammed has served as Senior Technical Adviser to 2 Ministers of Environment and was involved in the successful issuance of Nigeria’s first and second sovereign Green Bonds. Dr Mohammed currently serves as Special Adviser to Gombe State Governor and overseas Budget, Planning and Development Partner Coordination. He is also on the Technical Working Group of the North East Governors forum which is a platform of 6 Governors of North-Eastern Nigeria. He is currently guiding the preparation of a 10-year development plan for Gombe State as well as the North East regional master plan. He is a trustee of the Center for Policy Research and Policy Solutions, a think tank based in Abuja Nigeria. He is married with 2 children.
